Building on the work that you completed in Assignment 2, continue evaluating the role of functions HR in creating a set of Human Resources’ policies and procedures for the acute care hospital.

Write a five to six (5-6) page paper in which you:

1. Explain the importance of maintaining accurate and objective employee records, indicating the consequences that may result from lack of record keeping. Provide support for your rationale.
2. Provide an example of formal and an example of informal documentation that would normally be maintained in an employee file, indicating how each is likely to protect an employer.
3. Determine the most significant factor that will ensure an effective legal termination, indicating the most likely way employees can protect themselves from termination in a downsizing situation. Provide support for your rationale.
4. Analyze two (2) major challenges that today’s health care leaders face in trying to uphold the ethics of critique, justice, and caring, indicating how managers can balance the need for ethics with employee and organizational needs.
5. Create a detailed outline of an effective succession planning process that will help ensure a smooth transition as members of the management team at your organization begin to retire. (The plan should prescribe, at a minimum, how to identify employees for advancement, training and development programs, mentorships, and a timeline for preparing leaders for their role.)
6. From both a management and employee perspective, justify or dispute unionization. Provide support for your rationale.
7. Suggest the best way in which HR can continue to be an effective strategic partner in helping this organization achieve its future goals. Provide support for your rationale.

Based on the commentary posted on “Evaluating Uncertainty to Strengthen Epidemiologic Data for Use in Human Health Risk Assessments” and glossary of Health Risk Assessment, how would you differentiate the application of Uncertainty and Variability in the process of risk assessment. Describe in few sentences and cite at least one example of each.

3. National Research Council (NRC) is committed to strengthen toxic Chemical risk Assessments to protect human health because recently it concluded that,

• The U.S. system for assessing chemicals for safety is broken
• The vast majority of chemicals in use today have never been tested for their potential to harm human health or the environment.
• Chemicals that have been tested have numerous data gaps and uncertainties.
• The range of human exposures and vulnerability is large and poorly understood.
• The risk assessment process for common chemicals is convoluted and subject to decades of delay due to corporate interference and litigation.

In a 2-page executive summary, do the following:

• Identify and evaluate the impact of external environmental factors on the strategic planning of the organization in the scenario.
• Recommend strategies to address these external factors and limit their influence on organizational operations.

Scenario: A small independent hospital in rural Georgia is seeking to attain Magnet Status. This designation demonstrates to stakeholders that the organization is committed to delivering high-quality patient care. With this designation, the organization can easily attract and retain a highly-engaged clinical staff. Moreover, it provides the organization an opportunity to market itself to potential patients as the place to receive top-quality care. This means that the organization could realize a greater market share of insured and private pay patients traveling as far as 100 miles just to receive the quality services. It also positions the organization to enter into joint ventures with physician groups eager to provide new services, which would lead to increased revenue streams.

Although the designation sounds like a great opportunity for the organization, the board of directors is split on their support of this designation. The board members in support of the designation understand the great value that this program will bring to the facility; however, those in opposition learned from a research study that non-magnet hospitals had better infection control and less post-operative sepsis. They also learned from another study that working conditions in a magnet facility are not better than those in non-magnet facilities. Therefore, the dissenting directors have concluded that the organization should not invest its time and resources to seek this credential. The CEO must get support from an overwhelming majority of the board to move forward with pursuing this designation.

• Ensure that you are able to demonstrate a clear alignment of your “trio”—the problem statement, study purpose, and research question.
• Look ahead to the Research Method Rationale section, and provide an early draft of this section in your submission that matches the research method and research design choice included in your purpose sentence.
