SCENARIO FOUR-TWO-WHEEL terrorizes In one of your residential areas, there is a disabled veteran who has an assortment of medical problems. He is an alcoholic, becomes angry when he is intoxicated, and often defecates in his own clothing. He is bound to a wheelchair as he only has one leg. He has hepatitis, reoccurring skin diseases and sores, substantial body lice, and a serious asthma condition that requires frequent medications and bronchial sprays. The subject sporadically lives in a house where an elderly caretaker/nurse cares for him and manages grocery businesses have restraining orders against the subject and he is the source of continuing complaints. When he drinks, he yells profanity at anyone in the area, disrupts traffic, trespasses onto other people’s property, and often falls out of his wheelchair. Most citizens will not press charges against the subject and officers do anything to avoid arresting him, including ignoring minor warrants for his arrest. Twice while in custody, the subject required medical treatment that caused a substantial medical bill to be paid by the city. Last, the fire department is all too familiar with the subject and except for a medical emergency, will have nothing to do with him. As a police manager, what steps would you take using the COP/POP philosophy to ensure this problem was solved
